79-06C JULY 26, 1976 SUPPLEMENT Consumers Power Company has reviewed the short-term action Item 1 in reference Bulletin and has instituted the action suggested at our Palisades Plant.

How-ever, to avoid any misunderstanding we wish to make you aware of our under-standing of your request.

The interim action suggested for reactor coolant pump (RCP) trip will be initiated when high-pressure safety injection (HPSI) flow begins (at a primary coolant pressure of~ 1250 psig).

The Safety Injection Actuation Signal occurs at a primary coolant pressure of ~ 1650 psig; however, we have concluded that to trip the reactor coolant pumps (RCPs) at this time would result in a nonpreferred mode of operation when a LOCA has not actually occurred.

In fact, we have experienced several instances of HPSI actuation on low primary coolant system pressure resulting from secondary plant transients.

Tripping the primary coolant pumps during these instances would have forced the plant unnecessarily into a natural circulation *mode.
