CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons .hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

I. Changes A. Change the definition of Operability (Section 1.4) to read as follows:

Operable "A system or component is operable when it. is capable of performing its design function(s). Implicit in this definition shall be the assumption that necessary attendant instrumentation, controls, normal and emergency electrical power supplies,* cooling or seal water, lubrication, or other auxiliary equipment required for the system or component to perform its function are also operable."

  • See 3.0.5 for clarification of power supply requirements.

B. Add Section 3.0.1:

"Limiting conditions for operation (LCOs) and associated action requirements are applicable during plant conditions stated in the specifications."

C. Add Section 3.0.2:

"Adherence to the requirements of the LCO or associated action requirement within the specified time interval constitutes compliance with the specification. If the LCO is restored prior to expiration of the specified time interval, completion of the action.

D. Add Section 3.0.3:

"If an LCO or associated action requirement cannot be satisfied because of circumsta.."lces in exces.s of those addressed in the specification, the plant shall be placed in at least hot shutdown within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and at least cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />. 2 applicable, the above provisions will not apply. Exceptions to these requirements may be stated in individual specifications."

Add Section 3.0.4:

"Entry into a plant condition shall not be made unless LCO requirements are satisfied without reliance on provisions contained in action statements. Exceptions to this requirement may be stated in individual specifications. This requirement does not prevent passage through plant conditions when such passage is required to comply with an action statement."

F. Add Section 3.0.5:

"When a system or component is determined to be inoperable solely because either its emergency o~ normal electrical power source is inoper~ble, the system or component may be considered operable for the purpose of satisfying the requirements of its applicable LCO, provided its redundant system(s) or component(s) is operable.

Otherwise, the plant shall be placed in at least hot shutdown within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />, and in at least cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />. This specification does not apply when the plant is in cold shutdown or refueling shutdown. This specification is applicable to systems and components governed by Specifications 3.2, 3.3, 3.4 and 3.5. For the purpose of this specification, loss of normal electrical power is defined as loss of both start-up and standby power."

G. Add Step c to Section 3.8.2 as follows:

"3.8.2.c The provisions of Specification 3.0.4 are not applicable."

H. Add the following to Section 3.8.2:

3.8;2 " ... The provisions of Specification 3.0.3 do not apply."

I. Add the* following to 3. 11. e:

3 .11. e . " ... The provisions of Specification 3. 0. 4 do not apply."

J. Add the following to 3.11.f:

3.11. f " ... The provisions of Specification 3.0.4 do not apply."

Under "Minimum Operable Channels" column add Footnote f to Numbers 2, 4, :s, 6, 8, 9, 10. And at bottom of page add f.

"(f) :The provisions of Specification 3.0.4 are not applicable."

L. Add Footnoted to Table 3.17.2:

Under *"Minimum Operable Channels" column add Footnote d to Numbers lb, le and 2b. And at bottom of page add d.

"(d) The provisions of Specification 3.0.4 are not applicable."

M. Add footnoted to Table 3.17.3:

Under "Minimum Operable Channels" column add Footnote d to numbers la, lb, 2a. And at bottom of page add d.

"(d) The provisions of Specification 3.0.4 are not applicable."

N. Add Footnote f to Step 8 of Table 3.17.4:

Under "Minimum Operable Channels" column add Footnote e to Numbers 1 and 2. Add Step 8 and add Footnotes e and f.

8. Spent Fuel Pool l(e,f) None Not required when no fuel Criticality Monitors stored in fuel handling building.

(f) The provisions of Specifications 3.0.3 and 3.0.4 are not applicable.

0. Change Step 3.22.1.1 under ACTION: Step 4 to read:

"4. The provisions of Specification 3.0.4 do not apply. !I P. Add Step 4 under 3.22.2.1 under ACTION: Part b.

"4. The provisions of Specification 3.0.4 do not apply. II Q. Change Step 3.22.3.1 ACTION: Step 2 to read:

S. Change Step 3.22.5.1 ACTION: to Step 1 and add Step 2:

II. Discussion NRC letter dated April 10, 1980 requested power reactor licensees to take specific actions to assure that the term "Operability" is appropriately applied to their plant.

The requested Technical Specifications are in result of the subject NRC letter. The definition of "Operability" has been revised to be consistent with our Palisades Plant.

A Thru F Limiting conditions of operation (LCOs) have been developed to parallel the Standard Technical Specifications as close as possible for the Palisades ~Plant.

G Thru S The Technical Specifications noted in Items G thru S have their own requirements stated in their individual specification and are, therefore, exempt from the LCOs stated in Items A thru F.

III. Conclusion Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
