This was requested by NRC letter dated September 25,.1979.

The partial loss of offsite power information since September 15, 1971 includes 89 such occurrences to date (see Attachment A).

Attachment B provides information of the loss of all offsite power for the dates of:

September 2, 1971; September 24, 1977; November 25, 1977; and December 11, 1977.

The NRC letter dated September 25, 1979 also indicated there was a loss of all offsite power at the Palisades Plant on October 17, 1974 and May 23, 1978.

Our records show there was not a loss of all offsite power experienced during these two dates.* On October 17, 1974, the unit was brought off line by the operators for AEC Operators' Licensing Examination.

On May 23, 1978, the unit was b.eing brought back on line from an outage when the unit tripped due to the 4160 V bus failing to transf~r. Neither one of these trips were due to loss of all offsite power.

To date, Palisades has not experienced any other loss of offsite power events other than those that are enclosed.

Loss of power was caused by 27R8 ACB failure to trip for X phase to ground fault on *the Palisades-Argenta #2 Line.

At the same time an X phase to ground fault was cleared successfully on the Palisades-Argenta #1 Line.

The 27R8 breaker failure relay operated_to trip the "R" bus to clear the faulted line.

The "R" and power was returned to service after the lockout relays were reset.. Two 345 kV lines serving the substation were not interrupted.

The Palisades-Argenta #1 Line was restored automatically aftei 31 cycles.

Loss of offsite power causes a loss of main condenser cooling water.. Thus, the main turbine tripped on high back pressure and tripping of the main generator and reactor occurred.

Botl:i emergency diesel generators started immediately, loaded properly and performed satisfactorily throughout the incident.

The secondary system was isolated, primary system stabilized and the plant functioned as designed during the incident.

Atmospheric dumps were operated as necessary to maintain PCS temperature.
