REPORT, AND A REVISION TO THE QUALITYASSURANCE PROGRAM DESCRIPTION Pursuant to the requirements of 10 C.F.R.

$50.71(e) and 10 C.F.R.

$50.59(b), Niagara Mohawk Power Corporation hereby submits Revision 11 to the Nine Mile Point Nuclear Station Unit 1 Final Safety Analysis Report (Updated), and the annual Safety Evaluation Summary Report.

One (1) signed original and ten (10) copies of the Unit 1 FSAR (Updated), Revision 11, are enclosed.

Copies are also being sent directly to the Regional Administrator, Region I, and the Senior Resident Inspector at Nine Mile Point.

The Unit 1 FSAR (Updated) revision contains changes made since the submittal of Revision 10 in June 1992.

The certification required by 10 C.F.R.

$50.71(e) is attached.

The enclosed annual Safety Evaluation Summary Report (Enclosure A) contains brief descriptions of changes to the facility design, Unit 1 FSAR (Updated), procedures, tests, and experiments.

None of the Safety Evaluations involved an unreviewed safety question as defined in 10 C.F.R. 550.59(a)(2).

Also, pursuant to the requirements of 10 C.F.R.

$50.54(a)(3), Niagara Mohawk Power Corporation hereby submits a revision to the Niagara Mohawk Power Corporation Quality Assurance Topical Report for Nine Mile Point Nuclear Station Operations (NMPC-QATR-1).

This revision combines the Niagara Mohawk Power Corporation Fire Protection Quality Assurance Program description (NMPC-FPQAP) with the NMPC-QATR-1. This combined quality assurance program description has been incorporated into the Unit 1 FSAR (Updated) as Appendix B. An identical Appendix B willbe added to the Unit 2 Updated Safety Analysis Report in the October 1993 update.

Future revisions to the quality assurance program description willbe submitted with the annual safety analysis report updates for each unit. This approach is consistent with discussions held between Niagara Mohawk Power p

The Unit 1 FSAR (Updated) Appendix B contains changes made to the quality assurance program since the submittal of NMPC-QATR-1, Revision 7, on March 25, 1992, the submittal of NMPC-FPQAP-l, Revision 2, on May 25, 1990, and the submittal of NMPC-FPQAP-1, Revision 3, on January 4, 1993.

Enclosure B provides the identification, reason, and basis for each change to the NMPC-QATR-1 in accordance with 10 C.F,R.

$50,54(a)(3)(ii).

Enclosure B also provides a cross-reference between the new Unit 1 FSAR (Updated) Appendix B and NMPC-QATR-1, Revision 7, as an aid to understanding the manner in which the quality assurance program description was physically incorporated into Unit 1 FSAR (Updated) Appendix B.

Enclosure C provides the identification, reason, and basis for changes made to the NMPC-FPQAP since the submittal of Revision 2.

As described in the above-mentioned USNRC letter dated March 18, 1993, the Region I Staff decided to postpone the review of Revision 3 changes until the NMPC-FPQAP was combined with the NMPC-QATR-1 and submitted with the Nine Mile Point Unit 1 Final Safety Analysis Report (Updated).

As a result of combining the NMPC-FPQAP with the NMPC-QATR-1, several of the changes identified in Revision 3 of the NMPC-FPQAP are no longer applicable.

Therefore, Enclosure C identifies all changes made to the NMPC-FPQAP since the submittal of Revision 2.

Enclosure C also provides a cross-reference between the new Unit 1 FSAR (Updated)

Appendix B and NMPC-FPQAP, Revision 2, as an aid to understanding the manner in which the NMPC-FPQAP was combined with the NMPC-QATR-1 and incorporated into Unit 1 FSAR (Updated) Appendix B.

The revised quality assurance program description eliminates redundancy both within Unit 1 FSAR (Updated) Appendix B and between the Appendix and other Unit 1 FSAR (Updated) sections, and reflects the current organizational structure of the Nuclear Division. None of the changes reduce previous commitments.
