Letter dated March 25, 1992, from Mr. J. Perry to the U. S. Nuclear Regulatory Commission transmitting Revision 7 of the Quality Assurance Topical Report Nine Mile Point Station Operations We received your 10 CFR 50.54(a) submittal, Reference (1) above, transmitting Revision 3 to the Fire Protection Quality Assurance Program (FPQAP) for Nine Mile Point.
Region I began an initial review of the FPQAP; however, based on our current review schedule, we found that it would require more than 60 days to complete our review.
You were notified of our schedule delay for completing of our review of the FPQAP for Nine Mile Point by Reference (2),
On March 15, 1993, Mr. N. Spagnoletti and Mr. J. Kroehler of your staff notified Mr.,F. Bower of the Region I office that the FPQAP is again under revision. It was stated that the Fire Protection Quality Assurance Program description willbe combined with the quality assurance program description in the Niagara Mohawk Power Corporation Quality Assurance Program Topical Report for Nine Mile Point Nuclear Station Operations (NMPC-QATR-1) and that this combined quality assurance program description would be OFFICIALRECORD COPY A:NMPFPQAP.FLB &

Mr. B. Ralph Sylvia MAR 18 lgg3 into the Final Safety Analysis Report [Updated] (UFSAR) for Nine Mile Point Unit 1 that is scheduled to be submitted to the NRC in June 1993.
Reference (3) identified that future updates to the quality assurance program description willbe submitted with the annual updates to the UFSARs for both Nine MilePoint Unit 1 and Unit 2.
Based on the information above, the Region I staff has decided to postpone the review of changes to the Fire Protection Quality Assurance Program until it is revised and submitted with the Nine Mile Point Unit 1 Final Safety Analysis Report (Updated) in June 1993.
At this time, the quality assurance program description willbe reviewed to identify any reductions from previously accepted commitments or changes made to the FPQAP, Revisions 2 and 3, and the NMPC-QATR-1, Revision 7.
The review willalso determine conformance with other appropriate licensing bases documents.
