The application for amendment. by Tennessee Valley Authority (the licensee) dated March 12, 1997 as supplemented by letters dated March 30, 1999, April23, 1999 and June 18, 1999, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facilitywilloperate in conformity with the application, the provisions of the Act, and'the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities willbe conducted in compliance with the Commission's regulations; D.

The issuance of this amendment willnot be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the. license is amended by changes.to the Technical Specifications as indicated in the attachment to this license amendment and paragraph 2.C.(2) of Facility Operating License No. DPR-52 is hereby amended to read as follows:

(2) Technical S ecifications The Technical Specifications contained'in Appendices A and B, as revised through Amendment No.259, are hereby incorporated in.the license. The licensee shall operate the facility in accordance with the Technical Specifications.

This license amendment is effective as of its date of issuance and shall be

'implemented within 60 days from the date of issuance.

The second Completion Time for Required Action A.3 establishes a limiton the maximum time allowed for any combination of.required AC power sources to be inoperable during any single contiguous occurrence of failing to meet the LCO. IfCondition A is entered while, for instance, a DG is inoperable, and that DG is subsequently returned OPERABLE, the LCO may already have been not met for more than 7 days.

This situation could lead to a total of 21 days, since initial failure to meet the LCO, to restore the offsite circuit. At this time, a DG could again become inoperable, the circuit restored OPERABLE, and an additional time period allowed prior to complete restoration of the LCO. The 14 day Completion Time provides a limit on the time allowed in a specified condition after discovery of failure to meet the LCO. This limit is'onsidered reasonable for situations in which Conditions A and B are entered concurrently. The "AND"connector between the 7 day and 14 day Completion Times means that both Completion Times apply simultaneously, and the more restrictive Completion Time must be met.

As in Required Action A.2, the Completion Time allows for an exception to the normal "time zero" for beginning the allowed outage time "clock." This exception results in establishing the "time zero" at the time the LCO was initiallynot met, instead of at the time that. Condition Awas entered.

B.4 Based on the diversity of AC electrical power sources, and the remaining redundancy and reliability, operation may continue in Condition B for a period that should not exceed 14 days.

In Condition B, the. remaining GPERABLE DGs and offsite circuits are adequate to supply electrical power to the onsite Class 1E Distribution System.

The 14 day Completion Time takes into

account the capacity and capability of the remaining AC sources, reasonable time for repairs, and low probability of a DBAoccurring during this period.
