the results of the
NRC Restart
Panel
review of the Nine
Mile Point Unit
1 Restart Action Plan,
dated
December
1988,
conducted
during
the week of January
23,
1989 at Nine Mile Point Unit 1, Scriba,
A
summary of the Panel's
review comments
and conclusions
was presented
to you
and members of your staff at
a public meeting held
on January
26,
1989.
As stated during the January
26 meeting,
the Restart
Panel
conducted
a detailed
examination of your Restart Action Plan
(RAP) and concluded that your overall
approach
to restart of Unit
1 appears
to be
sound.
The Panel
has
requested
clarification of various aspects
of the
RAP and the Nuclear
Improvement
Program
(NIP) (see
Attachments
1 and
2 to this report).
With the further clarification
you provided at the January
26,
1989 meeting,
the Panel
is in general
agreement
with the underlying root causes
for Niagara
Mohawk management's
prior ineffec-
tiveness
in recognizing
and remedying
problems.
Although not articulated
in the
RAP or Nuclear
Improvement
Program,
the
Restart
Panel
recognizes
that the leadership
changes
implemented at Niagara
Mohawk were the result of your ongoing
assessment
of the management effective-
ness of the Nuclear Division.
These
changes
and the Restart Action Plan
corrective actions will continue to be monitored for their effectiveness
in
identifying and resolving problems associated
with your nuclear facilities.
We expect you to submit
a revision to the Restart Action Plan to reflect changes
resulting
from our ongoing review.
We do not expect revisions to be submitted
based
upon the identification of additional specific restart
issues
beyond those
currently in the plan.
