JUN g4 1991
Niagara Mohawk Power Corporation
ATTN: Mr. B. Ralph Sylvia
Executive Vice President - Nuclear
Operations
301 Plainfield Road
Syracuse,

Dear Mr. Sylvia:
Subject:
Initial Systematic Assessment of Licensee Performance (SALP) Report
Nos. 50-220/90-99:and 50-410/90-99
An NRC SALP Board conducted on May 15, 1991, reviewed and evaluated the performance of
activities associated with Nine MilePoint Units
1 and 2 for the period of March 1, 1990 through
March 31, 1991.
The enclosed Initial SALP Report documents the results of this assessment.
This. SALP report identifies an overall improvement in performance during this assessment
period. In particular, Niagara Mohawk performance in the functional areas of Plant Operations,
Maintenance/Surveillance
and Safety Assessment/Quality
Verification demonstrated
significant
improvement since the previous assessment.
The SALP Board noted that the increased corporate
and
station
management
involvement in day-to-day
activities,
broad
implementation
and
participation in self-assessment
functions and greater adherence
to procedures
and attention to
detail were the major contributing factors in'the observed performance improvements.
A meeting willbe held near the station on June 28, 1991, to discuss this Initial SALP evaluation.
Niagara Mohawk should be prepared to discuss our assessment
and your plans to sustain and
further improve performance.
The meeting is intended to be a candid dialogue in which any
comments Niagara Mohawk may have regarding our report should be discussed.
Additionally,
you are requested
to provide written comments
on our assessment
within 14 days after the
meeting.
We appreciate your cooperation.
Sincerely,'homas
T. Martin
Regional Administrator
