Nine Mile Point Unit 1 Docket No. 50-220 DPR-3 Gentlemen:

In a letter dated May 15,

1990, the Nuclear Regulatory Commission provided its safety evaluation of Niagara Mohawk's response to Generic Letter 88-01, "NRC Position on IGSCC in BWR Austenitic Stainless Steel Piping."

The Staff concluded that Niagara Mohawk's response was acceptable with the exception of three items.

Our letter dated September 4,

1990 (NMP1L-0523), provided a response to these three items and updated weld history data/weld inspection schedules for those welds within the scope of Generic Letter 88-01.

Since our September 4, 1990, letter, temperature measurements have been performed on the Emergency Condenser return lines outside the drywell during plant operation.

These measurements indicate these lines operate at a temperature well below 200'.

Therefore, the Emergency Condenser return lines outside the drywell are exempt from Section 5.0 of NUREG-0313, Revision 2, "Inspection of Piping for IGSCC."

Thirty-two welds on the Emergency Condenser piping are affected by the above exemption.

The weld history data/weld inspection schedules provided in our September 4,

1990, response to GL 88-01 have been 'revised accordingly and are 'enclosed for your review.

Additionally, thirty-four welds (30 Emergency Condenser and 4 Shutdown Cooling) which were categorized "D" (non-resistant materials, no stress improvement, inspected) in our September 4,

1990, submittal have been re-categorized "G" (non-resistant materials, not inspected).

Initially welds were categorized "D" if they were of non-resistant

material, had no stress improvement, and had been or were scheduled for inspection.

Category "G" was assigned to those welds of 000535GG1

non-resistant material which could not be inspected due to inaccessibility.

To more fully comply with NUREG 0313, Revision 2, those welds initially categorized "D" which have not been but are scheduled for inspection, have been re-categorized "G".

As noted

above, the weld history data/weld inspection schedules provided in our September 4,

1990, submittal have been revised accordingly and are enclosed for your review.

Also, please note that the enclosed weld history data/weld inspection schedules reflect our position concerning inspection of Reactor Water Cleanup (RWCU) welds as stated in our letter to the Commission dated November 2,

1990 (NMP1L 0540).

NOTES TO TABLES 39-FW-42 A potential flaw was found during the 1988 outage.

The flaw was sized as circumferential on the I.D.,

5.5" length, 0.21" width, and

.39" depth.

During this outage, a section of pipe was removed and the ID penetrant examined.

No indications were found.

The flaw was redispositioned as geometric.

The replacement piping material and welding materials meet the requirements of Generic Letter 88-01; the new welds are considered non-conforming per NUREG-0313 Rev.

2 since the existing base material was not buttered prior to welding.

Note ¹2 39-FW-43 A flaw was found during the 1986 outage.

The flaw is circumferential on the I.D.,

0.8"

length, 0.2" width.

During the 1988 outage, a re-examination was done and the flaw was circumferential on the I.D., 4" length, 0.10" depth.

During the outage, a repair was made by removing an approximate four foot section of pipe.

Although the replacement piping material and welding materials meet the requirements of Generic Letter 88-01, the new welds are considered non-conforming per NUREG-0313 Rev.

2 since the existing base material was not buttered prior to welding.

Note ¹3 40-SW-39D Two flaws were found during the 1986 outage.

The flaws are circumferential on the I.D.:

1st 1.6" length, 0.25" width; 2nd 0.55" length, 0.10" width.

The evaluation and acceptance was per Section XI of ASME Code.

This weld was re-examined during the 1988 outage and the indications were determined to be geometry.

Note ¹4 Note ¹5 40-SW-39F Three flaws were found during the 1986 outage.

The flaws are circumferential on the I.D.:

1st 0.5" length, 0.35" width; 2nd 0.25" length, 0.20" width; 3rd 0.6" length, 0.20" width.

The evaluation and acceptance was per Section XI of ASME Code.

This weld was re-examined during the 1988 outage and the indications were determined to be geometry.

40-SW-40D Two flaws were found during the 1986 outage.

The flaws are circumferential on the I.D.:

1st 0.60"

length, 0.05" width; 2nd 1.125" length, 0.15" width.

The evaluation and acceptance was per Section XI of ASME Code.

This weld was re-examined during the 1988 outage and the indications were determined to be geometry.

Note I6 Note 57 Category "A" welds are selected and scheduled for examination in accordance with ASME Section XI criteria.

The examination techniques comply with Generic Letter 88-01.

P-NES-37-51 A flaw was found during the 1988 outage.

The flaw is circumferential on the Z.D.,

1.2" length,

.05" width.

The weld was removed and the pipe rewelded.

Although the welding material meets the requirements of Generic Letter 88-01, the new weld is considered non-conforming per NUREG-

0313, Rev.

2, since the existing base material was not buttered prior to welding.
