the results of the routine inspection
conducted

Messrs.
W. Cook,
C. Marschall

W. Schmidt of this office on October 5
October 30,
1987, at Nine Mile Point Units
1 and 2, Scriba,
A summary
of the findings was presented
to Mr. T. Perkins
and other members of your staff
at the conclusion of the inspection.
The enclosed
report identifies several
apparent violations identified during
NRC review of the circumstances
leading to the initiation of Nonconformance
Reports for improperly dispositioned
Inservice Inspection Deficiency/Corrective
Action (DCA) reports.
This information indicates
a continuing trend of failure
of your staff to properly inform management
personnel
of problems
and
a failure
of your management
to pursue resolution
when they are informed.
We intend to
schedule
an Enforcement
Conference
to discuss
these matters
and will contact
you to ar range
a mutually agreeable
time and date.
In addition, the enclosed
report describes
1) concerns
related to the adequacy
of the Site Operations
Review Committee
(SORC),
(see Details l.l.b and 7.2),
and 2) several
additional violations of Technical Specifications
which your
staff identified.
We are concerned
about the frequency of these violations and
the actions of the
SORC.
Accordingly, you should also
be prepared
to discuss
these
issues at the Enforcement
Conference.
We appreciate
your cooperation.
