This refers to the inspection

conducted

by C. A. Patterson of this office on

October

16,

1993 - November 19,

1993.

The inspection

included

a review, of

activities authorized for your Browns Ferry .facility.

At the conclusion of

the inspection,

the findings were discussed

with those

members of your staff

identified .in the enclosed report.

Areas

examined during the inspection

are identified in the report.

Mithin

these

areas,

the inspectio'n consisted of selective

examinations

of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

Based

on the results of this inspection,

certain of your activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation concerning failure to control design

changes

and fire protection

program implementation.

Me are concerned

about the violation because

two

examples of inadequate

control

and coordination

between

design engineering'nd

other plant organizations

lead to first,

a failure to update plant procedures

and labeling following issuance of control

room drawings,

and second misconfi-

guration of the unit separation

boundary.

You are required to respond to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should document the specific actions taken

and any additional

actions

you plan to prevent recurrence.

The corrective action for the first

example. of failure to control design

changes

should address all systems

covered

by the renumbering

scheme

and timeliness of updating procedures

and

labeling after issuing updated control

room drawings.

The corrective action

for the second

example of failure to control design

change

should address

how

the unit separation

boundaries will be controlled

as future unit three

systems

are tested.

After reviewing your response

to this Notice, including your

proposed corrective actions

and the results of future inspections,
