UNITED STATES NUCLEAR REGULATOPY COMMISSION DOCKET NO. 50-220 NIAGARA MOHAWK POWER CORPORATION NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S'. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 46
-to Facility Operating License No. DPR-63issued to Niagara Mohawk Power Corporation (the licensee) which revised the Technical Specifications for operatton of the Ntne Yitle Point Nuclear Station, Unit No.
1 (the facility) located tn Oswego County, New York.
The amendment is effective as of its date of tssuance.
The amendment revtses Appendtx B Environmental Technical Specifications to reflect changes agreed to by the New York State Department of Environmental Conservatton.
Speciftcally, limits regarding main condenser temperature increase and maximum discharge t'emperature to Lake Ontario were raised 3
F to 35 F and 115 F respectively.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act'f 1954, as, amended (the Act), and the Commission s rules and regulations.
The Commission has made appropriate findings
,I as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration The Commission has determined that the issuance of this amendment will not result in any significant environmental irqpact and that pursuant to 1Q CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
