Docket No. 50-260 Tennessee Valley Authority ATTN:
Dr. Hark 0. Medford, Vice President Nuclear Assurance, Licensing and Fuels 3B Lookout Place 1101 Market Street Chattanooga, Tennessee 37402-2801 May 17, 1993
Dear Dr. Hedford:
SUBJECT:
CORE SPRAY SYSTEM WELD OVERLAY REPAIR BROWNS FERRY NUCLEAR PLANT, UNIT 2 (TAC NO. H86252)
By letter dated April 22, 1993, the Tennessee Valley Authority (TVA) requested NRC approval of the weld overlay repair it performed for flaw indications in the Core Spray (CS) system piping weld identified as TCS-2-421.
TVA discovered these indications while performing augmented examinations, as part of the Browns Ferry Inservice Inspection Program (ISI), during the Unit 2 Cycle 6 Refueling Outage.
The General Electric Company (GE) was contracted by TVA to design and apply the subject weld overlay pursuant to ASHE Section IX code requirements.
Furthermore, it was TVA's intention to accomplish this repair in accordance with the guidelines of Generic Letter 88-01, "NRC Position On Intergranular Stress Corrosion Cracking (IGSCC)
In BWR Austenitic Stainless Steel Piping."
The NRC staff has completed a preliminary review of the full structural weld overlay applied to weld TCS-2-421 as described by letter dated April 22, 1993.
Based on this review, the staff considers TVA's repair acceptable for the upcoming Unit 2 restart.
The weld overlay repair was accomplished in accordance with the guidelines of GL 88-01 and should be sufficient to insure CS system integrity during Cycle 7 operations.
The staff's safety evaluation will be issued under separate correspondence sometime after Unit 2 restart.
Sincerely, Original signed by Frederick J.
