This refers to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

C. A. Patterson

on August

18 - September

15,

1990.

The inspection

included

a

review of activities

authorized

for your

Browns

Ferry facility.

At the

conclusion of the inspection,

the findings were discussed

with those

members of

your staff identified in the. enclosed

inspection report.

Areas

examined

during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted

of selective

examinations

of procedures

and

representative

records,

interviews with personnel,

and observation

of

activities in progress.

Based

on the results of this inspection, certain of your activities appeared

to

be in violation of

NRC requirements,

as specified

in the enclosed

Notice of

Violation.

We are

concerned

about

the violation because

of the

number

and

increasing

trend of guality Control holdpoints that were

bypassed

during work

activities.

Although this problem was recognized

by the guality Control staff,

additional attention is

needed

to insure quality in,the modifications

groups'ield

work.

A second violation was identified for workers failing to comply

with radiological control

procedures

in the drywell.

This violation is not

cited

because

of prompt aggressive

management

attention

to the concern.

A

response

to the noncited violation is not required.

You are required to respond

to this letter and should follow the instructions

specified

in the

enclosed

Notice

when

preparing

your response.

document

the specific actions

taken. and any additional

action you plan to prevent recurrence.
