This refers to the Nuclear Regulatory
Commission
(NRC) inspection
conducted
by
D.
R. Carpenter
on February
16 - March 16,
1990.
The inspection
included
a
review of activities
authorized
for your
Browns
Ferry facility.
At the
conclusion of the inspection,
the findings were discussed
with those
members of
your staff identified in the enclosed
inspection report.
Areas
examined
during the inspection
are identified in the report.
Within
these
areas,
the inspection
consisted
of selective
examinations
of procedures
and
representative
records,
interviews with personnel,
and observation
of
activities in progress.
The 'nspection
findings indicate certain activities
appeared
to violate
NRC
requirements.
The violations,
references
to pertinent
requirements,
and
elements
to be included in your
response
are described
in the enclosed
Notice
of Violation.
The second violation described
in the enclosed
Notice is the latest of several
violations
and events
that
have occurred during the past
two years in the fire
protection
area.
We recognized
that the latest violation does
not meet the
definition for a similar violation in
however,
as
discussed
in
paragraph
5.a.(6)
of the
enclosed
report
these
problems
raise significant
questions
and concerns
on our part.
We are concerned
about management
control
to ensure
implementation of the fire protection
program,
and the apparent
lack
of adequate
knowledge of fire protection compensatory
measures
in place at any
given time
by the plant operations
staff.
Please
address
these
concerns,
including any proposed corrective action, in your response
to this violation.

9 of the enclosed
report describes
our concern
about your frequent
requests
for extension of the response
times to Notice of Violations.
In the
future,
we request
that you ask for any extensions of the
30 day response
time
period in sufficient time,
such that our resident staff can verify that
good
cause exits, prior to granting
an extension.
In accordance
with Section 2.790(a),
a copy of this letter and its enclosures
will be placed in the
NRC Public Document
Room.
The responses
directed
by this letter and its enclosures
are not subject to the
clearance
procedures
of the Office of Management
and Budget as required
by the
Paperwork Reduction Act of 1980,
