This refers to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

D.

R. Carpenter

on February

16 - March 16,

1990.

The inspection

included

a

review of activities

authorized

for your

Browns

Ferry facility.

At the

conclusion of the inspection,

the findings were discussed

with those

members of

your staff identified in the enclosed

inspection report.

Areas

examined

during the inspection

are identified in the report.

Within

these

areas,

the inspection

consisted

of selective

examinations

of procedures

and

representative

records,

interviews with personnel,

and observation

of

activities in progress.

The 'nspection

findings indicate certain activities

appeared

to violate

NRC

requirements.

The violations,

references

to pertinent

requirements,

and

elements

to be included in your

response

are described

in the enclosed

Notice

of Violation.

The second violation described

in the enclosed

Notice is the latest of several

violations

and events

that

have occurred during the past

two years in the fire

protection

area.

We recognized

that the latest violation does

not meet the

definition for a similar violation in

10 CFR 2,

however,

as

discussed

in

paragraph

5.a.(6)

of the

enclosed

report

these

problems

raise significant

questions

and concerns

on our part.

We are concerned

about management

control

to ensure

implementation of the fire protection

program,

and the apparent

lack

of adequate

knowledge of fire protection compensatory

measures

in place at any

given time

by the plant operations

staff.

Please

address

these

concerns,

including any proposed corrective action, in your response

to this violation.
