TECHNICAL SPECIFICATION AMENDMENT DESCRIPTION AND JUSTIFICATION BRONNS FERRY NUCLEAR PLANT (BFN)

REASON FOR CHANGE BFN Units 1, 2, and 3 technical specifications, described below, are being revised to delete Appendix 8 (Environmental Technical Specifications).

DESCRIPTION AND JUSTIFICATION FOR THE PROPOSED CHANGE Descri tion of Pro osed Chan e

The only item left in technical specification Appendix 8 is paragraph 3.2.2, Transmission Line Right of Nay Maintenance.

The other items in Appendix 8

were deleted on February 5, 1987,by Amendments

132, 128, and 103 to Units 1, 2,

and 3 respectively and the requirements placed in the Radiological Effluent Manual.

Paragraph 3.2.2 was not deleted from Appendix 8 at that time because it did not pertain to radiological effluents.

The purpose of Appendix 8 paragraph 3.2.2 is to provide NRC reporting requirements regarding herbicide usage for right-of-way maintenance involving transmission lines under NRC's jurisdiction for BFN.

This paragraph requires such herbicide usage to be reported in the Annual Operating Report to NRC.

The proposed change would delete Appendix 8 thereby eliminating the requirement to report herbicide usage in the Annual Operating Report to NRC.

Justification for Pro osed Chan e

Registration,

use, and control of all pesticides is addressed by the Federal Insecticide, Fungicide, and Rodenticide Act.

TVA applies only EPA-approved herbicides for right-of-way maintenance, and EPA regulates their use.

Application is made in accordance with the.instructions on the labels and registration is accepted by EPA after submission by the manufacturer and review by EPA.

There is no known NRC requirement for reporting such herbicide usage.

There is also no similar requirement i n the General Electric Standard Technical Specifications.

Because there is no reporting requirement for herbicide usage and because such usage is regulated by the EPA, Appendix 8 of the BFN Technical Specifications for Units 1, 2, and 3 can be deleted.

DETERMINATION OF NO SIGNIFICANT HAZARDS CONSIDERATION BROHNS FERRY NUCLEAR PLANT (BFN)

UNITS 1, 2, AND 3 DESCRIPTION OF PROPOSED TECHNICAL SPECIFICATION AMENDMENT The proposed amendment would delete technical specification Appendix 8 for BFN Units 1, 2, and 3.

This would eliminate the requirement to report herbicide usage in the Annual Operating Report.

BASIS FOR PROPOSED NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION NRC has provided standards for determining whether a significant hazards consideration exists as stated in 10 CFR 50.92(c).

A proposed amendment to an operating license involves no significant hazards considerations if operation of the facility in accordance with the proposed amendment would not (1) involve a significant increase in the probability or consequences of an accident previously evaluated, or (2) create the possibility of a new or different kind of accident from any accident previously evaluated, or (3) involve a significant reduction in a margin of safety.

The proposed amendment does not involve a significant increase in the probability or consequence of an accident previously evaluated.

The proposed amendment would delete technical specification Appendix 8 which would eliminate the requirement to report herbicide. usage for transmission line right-of-way maintenance in the Annual Operating Report.

TVA applies only Environmental Protection Agency (EPA) approved herbicides for right-of-way maintennC:e and EPA regulates their use.

Elimination of the reporting requirements for herbicide usage would not increase the probability or consequences of an accident previously evaluated.

The proposed amendment does not create the possibility of a new or difference kind of accident from any accident previously evaluated.

The proposed amendment eliminates the requirement to report herbicide usage for transmission line right-of-way maintenance in the Annual Operating Report.

Neither herbicide usage or its reporting to NRC has an impact on any accident previously evaluated.

Therefore, the change does not create the possibility of a new or different kind of accident from any accident previously evaluated.

The proposed amendment does not involve a significant reduction in a margin of safety.

The proposed amendment eliminates the requirement to report herbicide usage for transmission line right-of-way maintenance in the Annual Operating Report.

Plant safety margins do not take into account such herbicide usage and therefore, the proposed amendment does not involve a reduction in a margin of safety at BFN.
