BROWNS FERRY NUCLEAR PLANT, UNIT 2 (TAC NOS.

72908 AND 00459)

By letter dated December 8, 1988, the staff issued a Safety Evaluation (SE) approving the Post-Fire Safe Shutdown Systems (Appendix R) for Browns Ferry Nuclear Plant, Units I, 2 and 3.

Subsequent to the issuance of this SE, the Tennessee Valley Authority (TVA or the licensee) revised its engineering evaluation which were used to support the staff's SE.

As a result, TVA pro-vided new information by letter dated February 14, 1989.

The staff has reviewed the new information as well as the licensee's comments on the staff's December 8, 1988 SE dated March 10, 1989.

The results of this review are contained in the attached Safety Evaluation.

The only open Appendix R licensing item remaining to be resolved for Browns Ferry, Unit 2, pertains to specific Appendix R related Technical Specifications (TS).

The staff's review of the proposed TS covering Appendix R safe shutdown systems (TS 268 dated April 14, 1989) indicates that fire watch requirements for rooms not protected by automa-tic detection need to be strengthened.

This item will remain open until TVA's revised submittal is reviewed and approved.

The staff's review of this issue will be covered under a separate sheet action (TAC 72965).

This action closes the staff's review of licensee's updated documentation on the Appendix R Safe Shutdown Program for Unit 2, dated February 14, 1989 and March 10, 1989 (TAC 72908) and the licensee's submittals on the National Fire Protection Code (NFPA) code deviations dated August 3, 1988, February 3, 1989 and August 7, 1989 (TAC 00459).
