Gridley (TVA) to (HRC), dated Septembee 15, 1988, "Beovns Peeey Nuclear Plant (BFN) Control Room Habitability" In accordance with the provisions of 10 CFR 50.4 and 50.90, we aee submitting a request. foe an amendment to licenses DPR-33, DPR-52, and DPR-68 to change the BFH Technical Specifications foe units 1, 2, and 3 (enclosure 1).

By this letter, TVA is requesting, approval to allow operation dueing cycle 6 of Beowns Ferey unit. 2 with the Control Room Emergency Ventilation System (CREVS) declaeed inoperable only because i.t does not meet i.ts design basis for essent,ially zer.o unfilteeed inleakage. Compensatory actions vill.ensure that this relaxation does not, result in a signifi.cant reduction in the margin of safety. These temporary changes are written to annotate limi.ting conditions foe operation (LCO) requirements 3.7.E.1, 3.7.E.3, and 3.7.E.4 with an asterisk.

Mith the approval of this change, powee operation and fuel movement will be allowed until just before startup for unit 2 cycle 7. During cycle 6, CREVS must. be demonstrated to be functional by performing all applicable surveillances. In the event that the applicable surveillances are not successfully performed, the actions required by the limiting condi.tions for opeeations must be complied vith.

The desceiption, reason for change, and justification in suppoet of the proposed temporaey changes aee provided as enclosure 2. A,proposed determination of no significant hazards consideeation is provided as enclosuee 3.

Me request your expeditious review and approval of the enclosed temporary changes. Me request that these specifications be made effective 30 days after receipt of the changes. Me also request that Temporary Technical Specification Amendments Hos. 245-T and 253 be superseded by the approval of this proposed amendment. At the end of cycle 7, this amendment will be administratively deleted from the Technical Specifications.
