73087, AND 73088)

In a letter dated January 15, 1988, the Tennessee Valley Authority (TVA) sub-mitted a completely revised American Society for Mechanical Engineers (ASME)

Boiler and Pressure Code,Section XI, System Pressure Test (SPT)

Program with two requests for relief from certain inservice system pressure test require-ments.

The requests for relief H-3 and H-12 were addressed in our letter to TVA dated February 14, 1989.

The revised SPT program was addressed in our letter of August 3, 1989, which found the program acceptable with one exception.

The staff determined that a test requirement specified by TVA had to be addressed as a request for relief from ASME Code requirements.

The staff ver bally informed TVA of this concern which resulted in your April 18, 1989 relief request.

The staff has reviewed relief request H-13 and finds it acceptable.

The basis for our conclusions to grant H-13 is provided in the enclosed staff's safety evaluation (SE).

The staff concludes that the alternative requirements provide an acceptable level of quality and safety pursuant to 10 CFR 50.55a(a)(3).
