This refers

to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

R. Carpenter

on May 15 - June

15,

1989.

The inspection included

a review of

activities authorized for your Browns Ferry facility.

At the conclusion of the

inspection,

the

findings

were

discussed

with those

members

of your staff

identified in the enclosed

inspection report.

Areas

examined

during the inspection

included operational

safety verification,

surveillance

observation,

maintenance

observation,

maintenance,

control

rod

drive housing

seismic

reanalysis,

reportable

occurrences,

action

on previous

inspection

findings,

restart

test

program,

Volume III commitments,

site

management

and organization

items,

and training.

Within these

areas,

the

inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with personnel,

and observation of activities in progress.

The

inspection

findings indicate certain activities

appeared

to violate

NRC

requirements

and

other activities

appear

to

deviate

fro

your Nuclear

Performance

Plan.

The violation involved the incorrect rot Cion of an electric

motor which lead to the plant being outside technical

speci ications.

Correct

electrical

connections,

a

post

modification test

and

an operability

surveillance

should

have

prevented

this violation.

The

response

to the

violation should

address

all of these

items.

The deviation concerned training

of the

technical

staff

and

managers.

The violation

and deviation,

with

references

to pertinent

requirements,

and

elements

to

be included in your

response

are described

in the enclosed

Notices.

Your attention

is invited to the four unresolved

items identified in the

inspection report.
