This refers to the Nuclear Regulatory

(NRC) inspection
conducted
by

on March

1989.
The inspection
included
a review
of activities authorized for your

At the conclusion of
the inspection,
the findings were discussed
with those
members
of your staff
identified in the .enclosed

during the inspection
included operational

Within these
areas,
the inspection
consisted
of
selective
examinations
of procedures
and representative
records,
interviews
with personnel,

appeared
to violate
NRC
requirements.
The violations
involved
two instances
of failure to satisfy
compensatory
actions

by Technical
Specifications
when
equipment'was
not operable.
Both violations appeared
to have resulted
from deficiencies
in
the
planning,
review,
and
implementation
of maintenance
activities,
and in
evaluating
the
impact of those activities
on operability requirements.
The
violation and references
to pertinent. requirements,
and elements
to be included
in your response
are described
in the enclosed
Please
note
an unresolved
item is identified in paragraph
