This refers to the Nuclear Regulatory

Commission

(NRC) inspection

conducted

by

D.

R. Carpenter

on March

1 - April 14,

1989.

The inspection

included

a review

of activities authorized for your

Browns Ferry facility.

At the conclusion of

the inspection,

the findings were discussed

with those

members

of your staff

identified in the .enclosed

inspection report.

Areas

examined

during the inspection

included operational

safety verification,

surveillance

observation,

maintenance

observation,

design deficiencies, fire

prevention/protection,

cable deterioration,

reportable

occurrences,

and site

management

and organization.

Within these

areas,

the inspection

consisted

of

selective

examinations

of procedures

and representative

records,

interviews

with personnel,

and observation of activities in progress.

The inspection

findings indicate certain activities

appeared

to violate

NRC

requirements.

The violations

involved

two instances

of failure to satisfy

compensatory

actions

required

by Technical

Specifications

when

equipment'was

not operable.

Both violations appeared

to have resulted

from deficiencies

in

the

planning,

review,

and

implementation

of maintenance

activities,

and in

evaluating

the

impact of those activities

on operability requirements.

The

violation and references

to pertinent. requirements,

and elements

to be included

in your response

are described

in the enclosed

Notice of Violation (NOV).

Please

note

an unresolved

item is identified in paragraph

5 of in the inspec-

tion report.

This matter will be pursued

during future inspections.

A non-cited

violation for which

no

reply is

required

is identified

in paragraph

2.

In accordance

with Section

2.790 of the

NRC's

"Rules of Practice,"

Part 2,

Title 10,

Code of Federal

Regulations,

a copy of this letter and its enclosures

will be placed in the
