BROWNS FERRY NUCLEAR"PLANT <BFN) UNIT 2 TVA BFN TECHNICAL SPECIFICATION NO. 264 REACTOR PROTECTION SYSTEM (RPS) POWER MONITORING SYSTEM In accordance with provisions of 10 CFR 50.4 and 50.90, we are submitting a request for an amendment to license DPR-52 to change the BFN technical specifications for unit 2 (enclosure 1).

NRC's letter dated October 12, 1983, requested TVA to provide additional information on the R$ S power monitoring system design, installation, and testing. TVA provided the requested information in a letter dated August 9, 1984. In our response we committed to 1) provide technical specification survei'llance requirements for the RPS power monitoring system (response item 2), 2) add time delays to the technical specification (response item 2), 3) correct the setpoint equality signs for the overvoltage, undervoltage, and underfrequency values (response item 3), and 4) perform a voltage verification test (response items 1 and 6).

The submittal of this proposed technical specification completes items 1 and 3 above. Item 2 was provided in response to NRC's question that the time delays associated with the trip setpoints should be specified in the technical specifications. Time delays are incorporated into the RPS power monitoring system, however, TVA does not believe they should be provided in the technical specifications. Time delays and other such values for other systems are handled in normal plant calibration procedures. The RPS power monitoring system time delays are no different-and will be handled in the same manner as standard practice.

Item 4 committed to perform a voltage test to verify the proposed trip level settings. These values were developed through calculations using current plant configuration and post modification data. As committed in response to question 6 of NRC's letter dated October 12, 1983, TVA will perform a voltage verification test with the unit in normal operation and with the RPS components in their normal operating configuration. 0Q 3 8Si2290i50 S81222 PDR ADOCK 05000260 c P PDC
