As you know, we are presently under confirmatory orders to install redundant in-containment radiation monitors at Browns Ferry Nuclear Plant that meet the requirements of NUREG-0737, Item II.F.1.3 These orders which were issued on March 25, 1983, confirm our commitment to install-these monitors on unit 1 before startup in cycle 6 which is now scheduled for November 21, 1983 Based on this requirement, we submitted technical specifications on July 13, 1983 as part of the unit 1 reload package that included Limiting Conditions for Operation of 30- and 7-day shutdown with one or two detectors inoperable, respectively.
As di.scussed with your staff, it has come to our attention that the design of necessary cable connections to the drywell penetration for the installation of this equipment is inadequate and therefore, the operability and full environmental qualification of the installed system is questionable. Revision of the design and installation of the equipment to meet the requirements within the time remaining in this outage is not possible.
Therefore, we intend to withdraw the associated technical specifications from the unit 1 reload package and we request that relief from the schedular requirements of the subject order be granted. We intend to complete this modification before startup in cycle 7
.We will complete installation (except for full environmental qualification) of this new system before cycle 6 startup and also the existing containment radiation monitors will remain in service.
