50-259 In L. M. Mills'uly 31, 1984 letter to you, we requested approval of TVA BFNP TS 198 regarding failure of the Containment Atmospheric Dilution System (CAD) torus supply valve.

As discussed with your staff, TS 198 is an expedited license amendment request and approval is needed by August 17, 1984 to prevent a forced shutdown of unit 1.

As indicated in our July 31 letter, valve 84-8B (the CAD torus supply valve) was declared inoperable on July 17 at; 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> (entered 30-day LCO) when the valve failed to open during surveillance testing.

That night and on July 18, electrical testing was performed on the valve and no electrical malfunctions were identified.

A local leak rate test on the valve to verify that the valve was closed was completed at midnight on July 18.

On July 19,

1984, we determined that a shutdown would be required to repair the valve, and preparation of an expedited technical speoification change was initiated.

Late on July 19, a conference call was held with R. J. Clark of your staff to appraise him of the above situation.

From July 20 to July 31, a number of conference calls were held with your staff regarding the proposed wording and content of TS 198.

This effort culminated with our July 31 submittal of this expedited license amendment request.

As indicated earlier, approval of TS 198 is needed no later than August 17 to preclude a forced shutdown of unit 1.
