VOLUME 3, SECTION II.5.0 (PLANT SURVEILLANCE PLAN) OF THE NUCLEAR PERFORMANCE PLAN -

BROWNS FERRY NUCLEAR PLANT, UNIT 2 (TAC NO. 62252)

Section II.5.0 of Volume 3 of the Nuclear Performance Plan for the Browns Ferry Nuclear Plant (Unit 2) indicated that numerous notices of violations had occurred due to deficiencies in the Browns Ferry surveillance program.

The Tennessee Valley Authority (TVA or the licensee),

in Volume 3, identified the root causes for these deficiencies and a proposed course of action to correct the identified root causes.

The staff has completed its evaluation of the proposed corrective actions and has identified certain weaknesses requiring resolution prior to Unit 2 restart.

These issues are discussed in the staff's attached Safety Evaluation in Section 3.2 (Open Items).

We ~equest that you formally respond to the staff's open items including a

proposed schedule for resolution of these open items.

Your response should be submitted to NRC no later than October 31, 1988.

The staff will undertake a

follow-up review in order to resolve the identified open items prior to Unit 2 restart.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required.
