Dear Mr. Stonebraker:

BROWS FERRY NUCLEAR PLANT (BFN) -

REPORT OF OIL SPILLS ON FEBRUARY 27,

1987, AND MAY 5, 1987 The enclosed report is being submitted in conformance with 40 CFR Section 112.4 because BFN has had two oil spills within a

12-month period that have resulted in oil.sheens.

A copy of this report is also being sent to the Alabama Department of Environmental Management.

The spilled material was diesel fuel and lubricating oil and did not involve PCB-contaminated oil.

The February spill went to the plant's intake forebay via the yard drainage system while the May spill was directly into the Tennessee River.

The intake forebay was originally part of the impounded Tennessee River.

The public does not have access to the intake forebay and spills

'to the forebay have low potential for reaching the river proper due to the intake's physical structures.

A copy of the existing Spill Prevention Control and Countermeasures (SPCC)

Plan was submitted to you on November 7,

1986.

The SPCC Plan has not been revised since then; therefore, another copy is not included with the enclosed report.

If you have any questions concerning these spill events, please call Madonna E. Martin of my staff at (615) 632-6695 in Knoxville.

Sincerely, Martin E. Rivers, Director Environmental Quality Enclosure cc (Enclosure):
