APPROVAL OF CENTRUS ENERGY CORP. REQUEST FOR A 180-DAY INTERIM AUTHORIZATION TO OPERATE ITS HEADQUARTERS CLASSIFIED NETWORK (ENTERPRISE PROJECT IDENTIFICATION:
L-2018-SPR-0000)
Dear Mr. Toelle:
This letter approves your request dated January 25, 2018 (AC 18-0002) (Agencywide Documents Access and Management System [ADAMS] Accession Number ML18031A956). In your January 25, 2018 letter, you requested a 180-day Interim Authorization to Operate (IATO) the Centrus Energy Corp. Headquarters (Centrus HQ) classified network since the Centrus HQ cyber security plan SP-HQ-0002 entitled Centrus Energy Corp. Headquarters Classified Administrative Thin Client System Security Control Security Plan, Revision 1 credits certain baseline security control functions contained in the American Centrifuge Operating cyber security plan SP-3605-0009 entitled American Centrifuge Classified Networks Baseline Security Control Security Plan, which is being terminated as part of the decommissioning of the American Centrifuge Lead Cascade Facility. The 180-day IATO will allow the Centrus HQ classified network to continue to operate while the Centrus HQ cyber security plan is updated to include the pertinent baseline security control functions from SP-3605-0009. In the January 25, 2018 letter, Centrus HQ committed to continuing to observe the baseline security control functions in SP-3605-0009 that are pertinent to its classified network, following the anticipated termination of SP-3605-0009.
By letter dated January 24, 2018 (ADAMS Accession Number ML18031A957), as the Authorizing Official for Centrus Energy Corp.s (Centrus) classified cyber networks, the Department of Energy (DOE) Nuclear Energy Oak Ridge Site Office (NE-ORSO) informed the U.S. Nuclear Regulatory Commission (NRC) staff of its approval of Centrus request for a 180-day IATO for the classified network identified in SP-HQ-0002, Revision 1, with the stipulation that Centrus HQ will continue to implement the baseline security control functions in SP-3605-0009, as appropriate.
The NRC staff has completed its review of AC 18-0002. Based on Centrus HQs commitment to continue to observe the baseline security control functions in SP-3605-0009 that are pertinent to its classified network, and DOE NE-ORSOs approval of Centrus request for a 180-day IATO for the classified network identified in SP-HQ-0002, Revision 1, your request contained in AC 18-0002 is approved. Please reference Docket Number 07007003 and Enterprise Project Identification Number L-2018-SPR-0000 in future correspondence related to this action.
In accordance with Title 10 of the Code of Federal Regulations, Part 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for
