In the Matter of the Tennessee Valley Authority Docket Nos.
50-259 50-260 50-296 By TVA letter from L. M. Mills to H. R. Denton dated July 16, 1981, we informed NRC that our position regarding item II.E.4.1 of NUREG-0737 would be to modify the vent portion of the Containment Atmosphere Dilution (CAD) system at Browns Ferry Nuclear Plant (BFN) to bring it into strict conformance with single failure criteria.
Subsequent to our commitment, to modify the CAD vent
- system, new information, developed by the Boiling Water Reactor Owners'roup (BWROG) to support exemption of inerted Mark I containments from the hydrogen recombiner requirements of 10 CFR 50.44, has prompted a reevaluation of that position.
By letter from T. J.
Dente to D.
G. Eisenhut dated August 12, 1982, the BWROG provided a technical evaluation which shows that inerted BWR containments do not rely upon purge/repressurization systems for combustible gas control.
The analysis is being applied to BFN by way of Generic Letter 84-09.
The generic letter requires that plants having a "safety grade" purge/repressurization system must continue to have that system, even though it may be determined the plant does not rely upon it as the primary means of hydrogen control.
BFN's CAD system is designed to the requirements delineated in Safety Guide 7, Control of Combustible Gas Concentrations in Containment Following a Loss-of-Coolant Accident.
This Safety Guide states that the ventilation system need not be redundant.
Because it is not reuired for combustible gas control as shown by the Owners'roup evaluation, the present CAD vent system design is acceptable.

Director of Nuclear Reactor Regulation JUN 26 gg In conclusion, the vent portion of the CAD system meets the original design basis requirements for BFN, and recent analyses support. the conclusion that there is no need to upgrade that system beyond those requirements.
Me therefore, believe item II.E.4.1 of NUREG-0737 should be closed without further modifications.
