Dear Hr. Schwencer:
Attached are sixty (60) copies of Amendment No.
52 to the operating license
. application.
Th s amendment contains Revision 6 to the Susquehanna SES Emergency Plan.
Recently-conducted energency drills and the results of NRC audits have generated cnanges in our organization and functions performed in response
.to an emergency.
Revision 6 to the Emergency Plan reflects these changes.
In
- general, these changes are as follows:
1.. Revis'ons to provide consistency between the Fmergency Plan and the Emergency Plan Implementing Procedures such as:
Title changes/additions Communication (and records)
Coordinator Radio Coordinator I&C Coordinator Facility additions/changes General Office Nuclear Emerg ncy Support Center Engineering Support Center Better definition regarding the use of the Operations Suppor-Center Equipment in place (Appendix D) 0 Function changes/additions Emergency Ooerations Facility Support Genera> 'Office Support Hanager Optional use of Remote'ssembly Areas Manager fl rg

Revision 5 desc"ibec the conceptual design o
these fac'lit'es.
The plan has.been altered to rezlect the actual facilities.

Response
Computer System and the Emergency
Response
Computer System have changed since the last revision to the Emergency Plan was issued.
The conceptual descriptions have been updated in Revision 6.
4.
Letters oz agreement and emergency plans for PEi~IA, DER/BRP, LCCD and CE".B. have been deleted from the plan and replaced with summaries or references to where the document can be located.
This was done to avoid unnecessary changes to the plan whenever any of the referenced plans are changed.
These plans are readily available.
5.
Classification of initiating conditions.were changed to reflect EP-IP-001.
Table 4.1 was also changed to update the basis fo" icentification of each initiating condition.
This was done in response to requests. from NRC staff personnel.
6.
The conditions under which a fire would cause an emergency condition to be declared have been redefined.
Through experience, we have determ.ned that the ten-minute duration limit on a fire prior to activating the Emergency Plan to be insufficient time to dispatch a fire brigade, travel to tne scene of the fire, and make initial attempts to extinguish the ire.
Therefore, this time duration limit has been increased to 15 minutes.
Additionally, consideration will also be g'ven to the affects the fire would have on safety systems.
7; Updat.'ng of evacuation time estimate and population data.
Lve have modified our Radiation Assessment manning by utilizing only three Radiation Assessment Personnel rather than the four previously stated in PLA-1033 dated 1iarch 10, 1982 for init'ial response to an emergency.,
Ue believe this change to be justified since only one off-site team director is required to control and dispatch teams.
Me have verified this arming is sufficient 'through practice drills, EP drills and a full-scale exerc. se.
Should you have any questions'regarding these
- changes, please call Hr.
Charlie Mike at (717) 542-2181, extension 233.
Very truly yours, J.
T. Kauffman
