OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON DECEMBER 14, 2017 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on December 14, 2017. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML17325A246. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. J. Dixon-Herrity Summary of Meeting:

On December 14, 2017, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) SNCs responses to requests for additional information (RAIs) regarding LAR 17-010 and (2) pre-submittal information regarding LAR 17-037.

The first topic discussed was SNCs RAI responses in LAR 17-010S4, specifically the proposed addition to the Updated Final Safety Analysis Report (UFSAR) Subsection 7.1.2.12, Safety-Related Display Instrumentation. The staff explained that it had concerns with the proposed addition because the added language neither adequately nor clearly describes the changes being implemented as a result of LAR 17-010 in such a manner that a knowledgeable member of the public could understand how the newly designed water level instrumentation signal interfaces with the Protection and Safety Monitoring System (PMS) and how the previously described functions of the PMS as described in Chapter 7 of the UFSAR and the PMS Architecture Technical Report will be impacted due to the new level signals interfacing with key components of the PMS as a result of this design change. SNC noted that they understood the staffs concerns and suggested a proposed revision to the language addressing the concerns.

The staff noted that the proposed revision seemed to address the concerns but that it would have to be reviewed once the proposed language is formally submitted. SNC agreed to submit a revision to LAR 17-010S4 that includes the proposed revision to UFSAR Subsection 7.1.2.12 within the next few weeks.

The second topic discussed was pre-submittal information regarding LAR 17-037. SNC discussed the proposed LAR, noting that the LAR requests to expand the applicability of the existing Tier 2 departure evaluation process in Title 10 of the Code of Federal Regulations (10 CFR) Part 52, Appendix D, Paragraph VIII.B.5, to Tier 2* information that meet criteria proposed in a new License Condition without a license amendment. SNC stated that the proposal is intended to be in line with the staffs lessons learned related to Tier 2* discussed in SECY-17-0075, Planned Improvements in Design Certification Tiered Information Designations (ADAMS Accession No. ML16196A321). Additionally, SNC stated that the proposed approach for the treatment of Tier 2* departures would require NRC approval for all safety-significant departures. The staff noted that they understood SNCs proposed LAR and provided comments and asked clarifying questions. Specifically, the staff asked how the proposed LAR impacts human factors engineering, structural critical sections, and fuel design; if the proposed License Condition should include specific reporting requirements for Tier 2*

departures that meet the criteria; and if SNC could provide examples of how the proposed process would be applied. SNC noted that they would consider the staffs comments and revise the LAR, if necessary, before formally submitting the LAR.
