DPR-68 for your Browns Ferry facility.

At the

conclusion of the inspection,

the findings were discussed

with those

members of

your staff identified in the enclosed

inspection report.

Areas

examined during the inspection

are identified in the report.

Within these

areas,

the

inspection

consisted

of selective

examinations

of procedures

and

representative

records,

interviews wi'th personnel,

and observation

of activities

in progress.

The apparent

violation described

in paragraph

5.c. (Incorrect Design Specifica=

tion

Reference)

is

under

consideration

for

escalated

enforcement

action.

Accordingly,

no Notice of Violation is being issued at this time.

Please

provide

this office with your evaluation

of the safety significance of the differences

noted

between

the correct

design

specification

and incorrect design

specifica-

tion.

This should

include

an

assessment

of the

generic

implications of this

error .

Your evaluation report will be considered

in determining

any enforcement

action.

However,

please

be advised that the

number

and characterization

of the

violations described

in the enclosed

report

may change

as

a result of further

NRC

review.

Your attention

is invited to

unresolved

items identified in the

inspection

report.

These

matters

will

be

pursued

during

future

inspections.

We

are

particularity concerned

about

the generic

implications of using incorrect trip

setpoints

for instrumentation

required

by

Technical

Specifications.

Please

provide this office with the setpoint

basis for the unresolved

item concerning

radiation monitors (259/260/296/86-05-09)

and discuss

similar deficiences

related

to the instrument setpoint

program in general.

Likewise,

we are

concerned

over

the

breakdown

in control

of your

FSAR

arinual

updates

discussed

in paragraph

5.a.

(259/260/296/86-05-01).

Additionally, provide

an evaluation

of any condi-

tion that resulted

in the nuclear

power plant being

in an unanalyzed

condition

due

to past

changes

to the

FSAR

performed

without justification

or

safety

evaluations.
