ACCEPTANCE REVIEW OF AMERICAN CENTRIFUGE LEAD CASCADE FACILITY DECOMMISSIONING PROGRAM AMENDMENT APPLICATION (ENTERPRISE PROJECT IDENTIFICATION: L-2018-DDP-0000)
Dear Mr. Toelle:
By letter dated March 1, 2017 (Agencywide Documents Access and Management System
[ADAMS] Accession Number ML17067A183), Centrus Energy Corp. (Centrus) submitted a license amendment request related to its Decommissioning Program for the American Centrifuge Lead Cascade Facility (LCF) to the U.S. Nuclear Regulatory Commission (NRC). By letter dated January 5, 2018 (ADAMS Accession Number ML18025B285), Centrus submitted a revision to the decommissioning plan (DP) for the LCF to the NRC for review and approval. By letter dated February 14, 2018 (ADAMS Accession Number ML18046A081), Centrus clarified that it is requesting a license amendment to incorporate the revised DP into the LCF license SNM-7003 upon NRC approval of the DP.
The NRC staff has performed an acceptance review of your revised DP application to determine if the application contains sufficient technical information to allow the NRC staff to conduct the detailed technical review. Based on this review, the NRC staff concludes that your revised DP application contains information in sufficient detail to enable the staff to conduct its detailed review. Accordingly, the NRC staff has established a schedule for this review which includes the issuance of requests for additional information (RAIs) pertaining to the safety and environmental reviews by the end of March 2018. The NRC staff anticipates completing its safety and environmental reviews by the end of June 2018 or eight weeks after Centrus adequately responds to any RAIs (whichever is later). In addition, the NRC staff estimates that completing the review and making an independent assessment of the proposed application will require approximately 730 staff hours which corresponds to about $200,000.
In accordance with Title 10 of the Code of Federal Regulations, Part 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
