Dear Mr. Youngblood:

In response to your concern

( I&C concern 0'2), there are sufficient interlocks to restrict RHR and Core Spray pump starting to that decsribed in FSAR Table 8.3-1b, under loss of offsite power conditions.

Additionally, when Unit 2 is under construction, the RHR and Core Spray interlocks are bypassed by jumpers and a

disconnecting link is-physically removed preventing the diesel generator from being connected to Unit 2.
