Dear Mr. Youngblood:
This memorandum confirms our discussion with Mr. Owen Thompson, April 2, 1981 on the above subject.
The subcontractor who performed this work was administered by Bechtel'ower Corporation subcontract engineers.
These engineers verified that proper materials and compacting equipment were used by the subcontractor, The Bechtel subcontractor engineers maintained daily monitoring logs which indicate that the technical specifications were met.
Finally, Bechtel provided. to PP8L a written statement that the subcontractor had completed the work in accordance with all subcontract terms and conditions.
