The meeting related to Federal Field Exercise -experience, current regulatory requirements in the emergency planning area and scenario development issues.

The subjects discussed at this meeting are described in the enclosed Meeting Summary.

This meeting was beneficial and has provided for a better understanding of the areas discussed.

SUBJECT:

EXERCISE SCENARIOS AND RELATED ISSUES On May 30, 1984, representatives from the above mentioned licensees, the Nuclear Regulatory Commission, and the Institute of Nuclear Power Operations met to discuss selected emergency preparedness issues.

The attendance list is attached as the Appendix to this summary.

The meeting was held at the request of the aforementioned licensees.

The meeting was opened by the NRC Region II Regional Administrator.

Mr. O'ei 1 ly discussed the NRC' commitment to emergency preparedness programs and discussed certain aspects of the Federal Field Exercise (FFE).

Potential changes in regulatory guidance resulting from experiences of the FFE were mentioned.

Stohr, Director, Division of Radiation Safety and Safeguards, NRC Region II, discussed the conduct of the
FFE, lessons
learned, and planned post FFE activities, particularly as they related to scenarios.

NRC emergency preparedness regulatory requirements and guidance were discussed.

The differences between the FEMA and NRC rule on exercise frequency were pointed out.

Emphasis was placed on timely submittal of exemption requests pertaining to the exemption of State and local agencies from annual participation in exercises.

(Guidance on exemption requests is provided in IE Notice 84-05.)

Company, led the discussion on scenario development issues.

Clarification was provided on the meaning of small-scale versus full-scale exercises.

The advantages and di sadvantages of using simulators was discussed.

Problems encountered in developing a

somewhat realistic scenario while trying to provide a sufficient source term supporting full offsite agency participation were also discussed.
