JUSTIFICATION TS 3.o.A.4.a should be deleted because start bus operability is rot rexated to using the 500-kV system or the 161-kV system through the cooling 'tower transformers as an offsite power source.
By revising TS 3.c.A star t bus operabiity i.s associated with the common station transformers as it shouLd be.
Revising TS 4.9.B.1 to state "Mhen only one offsite power source Xs operable,
.." clarifies this technical specification.
- Thus, no safety margin is reduced bv this technical specification chancre.
