50-259 50-260 In accordance with the provisior.s of 10 CFR Part 50.59, we are enclosing 40 copies of a requested expedited amendment to licenses DPR-33 and DPR-52 to change the technical specifications of Browns Ferry Nuclear Plant units 1 and 2 (Enclosure 1).
Also provided is the Justification for these proposed changes (Enclosure 2).
These pronosed changes are to correct errors Xn the electrical system technical soecifications submitted by L.
IR. Hills'etter to you dated April 9, 1981 (T'1A BFNP TS 156) as supplementerl by letters dated June 8, July 2, July 31, and August 17, 1981; and approved by T. A. Ippolito's letter to me dated September 3,
1981 (Amendment Nos.
75 and 72 to licenses DPR-33 and DPR-52).
The technical specifications as approved (TS 156) would require shutting down both units 1 and 2 within six hours upon the loss of one start bus.
To avoid impacting the startup of Browns Ferry unit 1, we request your approval by September 23, 1981.
In accordance with the requirements of 10 CFR Part 170.22, we have determined this prooosed amendment to be Class II for unit 1 and Class I for unit 2.
These classifications are based on the facts that the proposed amendment is an administrative change that has no safety significance for unit 1, and the proposed amendment for unit 2 is a duplicate of the unit 1 proposed amendment.
The remittance for 41,600 (41,200 for unit 1 and "pIIOO for unit 2) is being wi. ed to the NRC, Attention:
