JUSTIFICATION AND SAFETY ANALYSIS The proposed change in the technical specifications is requested to extend the exposure range of the maximum average planar linear heat generation rate (MAPLHGR) versus average planar exposure values for the 8x8 bundles loaded in the core to 40,000 Nfd/t.

The planar exposure of the 8D274L and 8D274H bundles loaded fresh for cycle 2 is projected to exceed 30,000 Nfd/t before the end of the current cycle (August 1982), specifically about January 1,

1982.

General Electric Company (GE) has evaluated the adequacy of ECCS per-formance for the above bundle types as well as bundle types 8DRB284L and P8DRB284L at exposures to 40,000 MWd/t using NRC-approved models.

They have concluded that the thermal/mechanical/hydraulic characteristics of these bundle types are adequate for average planar exposures up to 40,000 MWd/t.

The results of these analyses are documented in NEDO-24088-1, Those revisions are consistent with the extension of the planar exposure ranges for 7D250 bundles in Browns Ferry units 1 and 2 technical specifications approved by NRC on October 6, 1980.

The, deletion of peak cladding temperature (PCT) from Tables 3.5.I-1 to 3.5.I-5 and the deletion of the footnote from page 171 are being done to be consistent with units, 1 and 3 technical specifications.

It does not alter the overall intent of these tables nor does it adversely affect the safety of the plant.
