APPENDIX A NOTICE OF VIOLATION Tennessee Valley Authority Browns Ferry 2 License No. DPR-52 Based on the NRC inspection December 10, 1979 through January 4, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.3.A, detailed written procedures shall be prepared, approved and adhered to for surveillance and testing requirements.

Contrary to the above, on December 21,
- 1979, a leak test of the Unit, 2 southeast equipment hatch was performed using an outdated section, 5.1.6, of Surveillance Instruction 4.7.A.2.g-2, Primary Containment Testable Penetrations, which had been superceded by an approved revision dated November 27, 1979.
This is a deficiency.
