C. Lewis'arch 21, 1980, letter, RII:RFS 50-259/79-48, 50-260/79-47, and 50-296/79-47, concerning activities at Browns Ferry Nuclear Plant which appeared to be in noncompliance with NRC requirements.

RII:RFS 50-259/79-48, 50-260/79-471 50-296/79-47 Deficienc As required by Technical Specification 6.3.A, detailed written procedures shall be prepared, approved and adhered to for surveillance and testing requirements.

Contrary to the above, on December 21, 1979, a leak test of the Unit 2 southeast equipment hatch was performed using an outdated section, 5.1.6, of Surveillance Instruction 4.7.A.2. g-2, Primary Containment Testable Penetrations, which had been superseded by an approved revision dated November 27, 1979.

This is a deficiency.

~Res oese The results of the test in question were not affected by use of the outdated instructions.

Retest on December 22, 1979, using the correct test procedure produced similar and satisfactory test results.

Corrective Ste s Which Will Be Taken To Avoid Further Noncom liance As required by technical specifications, a complete LLRT is performed during each refueling outage in accordance with approved plant procedures.

Leakage tests are routinely conducted following maintenance performed during plant operation.

The results of these tests are incorporated into the LLRT test results obtained during the outage.

Past practice has been to utilize instructions associated with, and contained within, the g ee completed outage test package when performing LLRT tests required during unit operation.

The surveillance instruction in question (SI 4.7.A.2.g-2) was revised November'7, 1979.

"controlled copy" and thus was not updated.

This event was caused by plant personnel utilizing this outdated instruction.

Personnel have since been instructed and will continue to be instructed to use only procedures obtained from "controlled copies" immediately before performing the required tests.
