Dear Dr. Butler:

'b As a result of studies made by Bechtel, we have reclassified. the Cooling and Cleanup System from Quality Group C to Quality Group D.
The system will also be designed to seismic Category II requireInents rather than Category'.
Cooling of stored. spent fuel, in the event of a design basis earthquake and the unavailability'f the Fuel Pool Cooling System, is provided, by permitting the pool to boil.
Two independent Quality Group C, seismic Category I make-up water supplies from the Emergency Service Water System will be provided.,
The make-up water supplies will be hard. piped. to the pool and. manual isolation values will be provided on the floor below, the operating floor to permit operator access under pool boiling conditions.
These changes are based, on the following generic correspondence between Bechtel and. NHC:
