Design Changes after Receipt of Operating Licens'e (OL)
Dear Dr. Grace'.
Carolina Power
& Light Company's previous letter (HO-870384 (0))
dated March 18, 1987 described actions taken and planned regarding evaluation of Field Change Requests (FCR's) issued on systems already declared operational at the Harris project.
The following is an update on this matter.
A review and evaluation has been conducted of FCR's approved for implementation between the dates of October 24, 1986 (OL date) and March 5, 1987 (initiation date of this evaluation).
Of 804 FCRs resolved during this period, 196 were approved for implementation after the operational date of the associated system.
These 196 have been reviewed for the following:

NRC-555 As a result of the above evaluation, it was determined that 8 of the 196 FCR's had an impact not already accommodated on the above areas.
These impacts have been evaluated to be of minor significance with two of the eight FCR's relating to safety related, items:
one impacted training notes and the other setpoints.
Two areas remain to be addressed before we can consider this item closed:
1)
Procedure impact on Environmental
& Radiation Control (E&RC) procedures, Technical Support Procedures and System Descriptions.
2)
Analysis of FCR's generated between March 5, 1987 and April 13, 1987 (date FCR procedure was voided).
It is expected that these two additional reviews will provide results consistent with the results from the previous four reviews.
It is currently anticipated that the completion of this effort will take 60 days.
CP&L still believes, based on data examined so far, that this issue is not reportable.
A final declaration of resolution and reportability is scheduled for July 1, 1987.
