Dear Mr. Denton:

Carolina Power R Light Company (CPRL) hereby submits additional information concerning the adequacy of on shift operating experience at the Shearon Harris Nuclear Power Plant (SHNPP).

This information is submitted in response to Generic Letter 80-16 and Safety Evaluation Report (SER) License Condition No. 5. In the SER, the NRC stated that each shift crew would have to include or be supplemented with personnel with previous licensed experience at commercial facilities of similar design. At the time the SER was published (December 1983); the NRC would accept either utilitypersonnel as part of the shift or on shift advisors.

The NRC position was modified in Generic Letter 80-16 to the extent that the use of non-licensed individuals with previous commercial experience would not be acceptable for SHNPP.

In discussions with the NRC staff, CPttt:L understands that the personnel selected to fulfillthe requirement for on shift experience must obtain an SRO license for SHNPP and either have (1) six months previous experience with an SRO license or (2) 12 months previous experience with an RO license.

Individuals with fewer months of experience willbe evaluated on a case-by-case basis.

The purpose of this response is to identify those individuals which willbe relied upon at SHNPP and why CPRL finds them qualified to satisfy the experience recommendations provided by the NRC.

Carolina Power R Light Company willimplement a program of including personnel on shift with previous PWR operating experience during the initial months of operation.

The program willbegin when the unit first enters Mode 3 following fuel load and willcontinue for six months.

Periods of time when the plant is in cold shutdown for longer than seven days willnot be counted toward the six month total.

Table 1 (attached) identifies the-experience levels of the individuals currently holding the position of shift foreman at SHNPP and additional individuals that willbe relied upon for the NRC "on shift experience" recommendation.

While two of the shift foremen have commercial BWR experience instead of PWR experience; it is important to note the depth of this experience since it is a valid indicator of technical and leadership skills.

Furthermore, the shift foreman maintains ultimate responsibility for shift operations, as required by Technical Specifications, even though an additional individual on the shift may be used to satisfy the NRC recommendation for previous PWR experience.

Mr. Harold R. Denton Page 2 Five of the individuals identified below with PWR experience satisfy the specific time requirements set forth by the NRC, the sixth individual (Mr. H. Carter) must be evaluated considering the additional experience obtained at H. B. Robinson while as an unlicensed operator and the experience gained while as a member of the SHNPP staff.

Mr. Carter's experience at CPRL's Robinson plant covers a period of four years and two months.

This includes 0 1/2 months during the fall of 1982 and winter of 1983 when he was temporarily transferred back to the Robinson plant and participated in shift operations as a Control Operator.

During this entire time interval, the Robinson facility was in commercial operation.

The training and experience obtained during Mr. Carter's non-licensed and control operator training included performing and participating in equipment operations that would not be part of a cold license program.

These activities included (1) control of secondary plant equipment (e.g., generator synchronization and loading; feedwater and condensate system operation) for the 170 Mwe fossil Robinson Unit 1; (2) movement of spent fuel in the Fuel Handling Building in support of three separate refueling outages at Unit 2; (3) qualification on all of the Technical Specification surveillance tests required for safety-related equipment for Unit 2 (e.g.,

emergency diesel generator start and load testing, safety injection pump testing); and (0) 080 hours9.259259e-4 days <br />0.0222 hours <br />1.322751e-4 weeks <br />3.044e-5 months <br /> of in control room on-the-job training prior to taking the NRC RO exam.

In addition to this in-plant experience, Mr. Carter has received a total of four months of simulator training as a result of the training program for the Robinson RO license and the SHNPP SRO license.

In addition to this experience, the performance and leadership displayed by Mr. Carter during the SHNPP SRO license program and the pre-operational testing phase (including the hot functional testing) at SHNPP demonstrate to CPdcL management that Mr. Carter is a mature and capable operator.

Mr. Carter willbe used to provide the previous PWR experience for either Mr. Briney or Mr. Matthews.

In summary, CPRL has proposed a program which is consistent with the NRC's recommendations.

The individuals with previous experience willprovide added depth until other cold licensed personnel have gained experience in hot operations of the SHNPP. If you have any additional questions or require additional information, please contact me.

The responsibilities of the SCO include assisting the shift foreman on duty in maintaining proper logs and records, performing required periodic, special and routine tests, evaluating plant conditions to ensure conformances to established regulations, and conducting "on shift" training and retraining programs.

The SCO also assumes the duties of the shift foreman until properly relieved by authority in case the shift foreman should become incapacitated.

Detailed resumes of the individuals holding shift foreman positions are currently included in the FSAR, Section 13.1.2 or are attached to this response.

NOTE 0 Mr. Barmann has been employed by CPRL since November 1978. Mr. Barmann's experience involves work at two of CPRL's nuclear plants, H. B. Robinson Unit 2 (HBR) and SHNPP.

Mr. Barmann worked as an auxiliary operator at HBR from November 1978 until June 1981.

In June'981, he received an RO license at HBR and worked as a control operator.

In June 1982, Mr. Barmann was transferred to SHNPP.
