Dear Mr. Denton:
Carolina Power dc Light Company (CPRL) hereby identifies a plant specific backfit regarding the NRC's proposed restriction on the operation of the Containment Atmosphere Purge and Exhaust System for the Shearon Harris Nuclear Power Plant (SHNPP).
Reference 1 transmitted the "Proof and Review" Technical Specifications (TS) for the SHNPP.
TS 3.7.1.7 limits the operation of the eight-inch containment purge and exhaust isolation valves to less than one thousand (1,000) hours per calendar year.
CpdcL requested in References 2 and 3 that the TS reflect the design of the plant and that SHNPP be allowed to continuously purge.
Implementation of the NRC proposed backfit to limitoperation of the CAPES willrequire design modifications to the CAPES and revisions to operating procedures.
