USE Of ASME CODE CASES N-307 AND N-411 FOR THE SHEARON HARRIS POWER PLANT, UNIT 1 We have completed our review of the Carolina Power 5 Light Company request for authorization to use ASME Code Case N-397 on spectral shifting and ASME Code Case N-411 for damping as discussed in your letter NLS-85-279, dated August 21, 1985 for the Shearon Harris Power Plant, Unit 1.

I Code Case N-397, "Alternate Rules to the Spectral Broadening Procedures of N-1226.3 for Classes 1,

2 and 3 Piping Section III, Division 1" is an acceptable Code Case and is approved by the staff for specific plant applica-tions pending revision of Regulatory Guide 1. 122.

The Code Case is approved as written with no additional requirements other than those specified in the Code Case.

Code Case N-411, "Alternative Damping Values for Seismic Analysis of Piping Section III Division 1 Class 1,

2 and 3 Construction" is a conditionally acceptable Code Case and is approved by the staff for specific plant applica-tions pending revision of Regulatory Guide 1.61.

Utilities wishing to use this code case are required to submit in their request the following information or commitments:

(a)

Commit to use the case for piping systems by 'response spectrum methods and not those using time-history analysis methods.

(b)

Indicate if the case is to be used for new analyses or for reconciliation work and for support optimization.

(c)

Due to the increased flexibilityof the system commit to check all system predicted maximum displacements for adequate clearance with adjacent structures, compoment and equipment, and that the mounted equipment can withstand the increased motion.

(d)

When the alternate damping criteria of this code case are used, they will be used in their entirety in a given analysis and shall not be a mixture of Regulatory Guide 1.61 criteria and the alternate criteria of this code case.

Carolina Power 8 Light Company has complied with these commitments in the above cited letter of August 21, 1985.

The staff finds the use of Code Case N-397 to be acceptable for use at the Shearon Harris Nuclear Plant, Unit l.

In addition, since the commitments with respect to Code Case N-411 are documented in the referenced letter, the staff finds your request to use Code Case N-411 to be acceptable for use at Shearon Harris Nuclear Plant, Unit 1.

We request that your use of Code Cases N-397 and N-411 be documented in a future amendment to the Shearon Harris Final Safety Analysis Report.
