Attachment to CP&L Letter of Response to NRC Report RII:

WPK 50-400/85-29-01 Re orted Violation.

10 CFR 50, Appendix B, Criterion V,

as implemented by Harris Preliminary Safety Analysis Report Section 17.1.5, requires activities affecting quality be accomplished in accordance with documented procedures.

Welding Procedure Specification (WPS) 525Ml, Revision 3

has been identified as the applicable procedure for welding on safety-related Seismic Class 1 duct sections PC-25 on HV/1-G-506-501-005; and PC-40A on HV/1-G-506-501-006.

WPS 525M1, Revision 3

specifies that electrode wire feed speed shall be 170-204 Inches Per Minute (IPM).

Contrary to the above, activities affecting quality were not accomplished in accordance with documented procedures in that the welders, welding on PC-25 of HV/1-G-506-501-005 and PC-40A of HV/1-G-506-501-006, using WPS

525M1, had electrode wire feed speeds of 106 IPM and 136 IPM, respectively.

This is a Severity Level IV violation (Supplement II).

Denial or Admission and Reason for the Violation.

The violation is correct as stated.

Inadequate electrical connections on the secondary side of the welding equipment (loose ground clamps, etc.) prevented the welders from obtaining the melt-off rate required by the WPS.

Since operational checks of the welding equipment are performed to verify amperage and voltage settings, the welders used this method to set their machines.

Corrective Ste s Taken and Results Achieved:

'I Welding Engineering and weld equipment repair personnel worked with the welders to correct the electrical connection problems.

Additionally, WPS 525M1 was revised to allow craft to utilize a lower melt-off rate (lower amps and volts) for welding the thinner gages of sheet metal.

Based on the requalification of WPS 525M1 utilizing 100 IPM wire feed speed versus 106 IPM utilized on PC-25 of HV/1-G-506-501-005 and 136 IPM utilized on PC-40A of HV/1-G-506-501-006, and an evaluation of the identified welds by welding engineering, the weld quality was found to be acceptable.

Corrective Ste s Taken to Avoid Further Noncom liance:

The responsible craft supervision have been reinstructed to contact Welding Engineering personnel when their welders experience difficulties in meeting the requirements specified in the WPS.

In addition, a training class was held with responsible craft personnel which emphasized prevention of electrical connection

problems, clarification of wire feed speeds given on WPSs and possible disciplinary action for failure to weld within parameters allowed by procedure.
