The subject IE Report was transmitted to us by your letter of April 22, 1985 and contained one deficiency and several incomplete items and improvement suggestions dealing with the area of Emergency Preparedness. Attachment 1 to this letter provides our response to the deficiency. Attachment 2 provides a summary status and schedule for each of the incomplete and improvement items, while Attachment 3 provides a revised Emergency Action Level Network drawing.

It is considered that the corrective action taken is satisfactory for resolution of the deficiency.

Attachment 1 Response to Emergency Preparedness Deficiency Re orted Deficienc Based on the results of the NRC's appraisal of the Shearon Harris Nuclear Plant Emergency Preparedness Program conducted March 4-15, 1985, the following deficiency was identified (see Section 5.3 of NRC Report No. 50-400/85-09):

The Unusual Event Matrix of Attachment 1 to PEP-101 is inconsistent with NUREG-0654, Appendix 1, Notification of Unusual Event examples.

In the body of the report the following specific concerns were listed:

A. Attachment 1 states loss of AC power for greater than 5 minutes; NUREG-0654 requires loss of AC power (no time allowed).

C. Loss of communications assessment capability, e.g.,

Plant Computer, SPDS, all meteorological instrumentation.

D. Failed fuel monitor indicates increase greater than 0.1X equivalent fuel failure within 30 minutes.

This Deficiency must be corrected prior to operation above 5X power.

CP&L Res onse to Deficienc Appropriate actions to correct all four identified concerns have been incorporated into Revision 4 of the Emergency Plan (Figure 4.1-1) and into PEP-101 (attachment 1). A copy of the new Emergency Action Level Network is attachment 3 to this report. In addition to these changes it should be noted that the EAL network has been tested on a simulator and the results of the simulator runs are currently under evaluation. A clean revision of the EAL network reflecting any additional changes from those results will be published in the Plant Emergency Procedures and the Emergency Plan by September 30, 1985.

The necessary changes to procedures and the Emergency Plan were completed by May 10, 1985.

Attachment 2 Status of Incom lete and Im zovement Items Nineteen of the fifty identified incomplete items have been completed and area ready for inspection, twelve of the thirty-four identified improvement items have been completed and are ready for inspection. The single deficiency item has been completed.

Thirteen incomplete items and twenty inprovement items will be ready for inspection by September 30, 1985.

The remaining seventeen incomplete items and two improvement items will be ready for inspection February 1, 1986. These remaining items relate to security personnel and systems, ERFIS training, final assembly/accountability training and demonstration, GET training for badged employees, Radiation Monitoring System, nonradiation process monitors, SCBA refill storage area, PASS, FSAR required communications testing and Gross Failed Fuel Detector annunciation. Because our operators are engaged in extensive retraining in preparation for licensing examinations, it is preferable to defer walk-thru inspection of the Control Room (NRC 85-09-84) until February 19&6 ~ Malkthrus will be more representative, of ..our., final, Control Room, shift composition at that time. A number of plant emergency procedures reviewed during the NRC inspection and used during the exercise contained pen and ink changes in accordance with our procedure for advance changes to procedures. These pen and ink changes are being updated into revisions for submittal to the NRC in accordance with the 10CFR50, Appendix E requirement to submit emergency plan implementing procedures 180 days in advance of the license award date. These revisions will be submitted to the NRC by September 17, 1985.
