Dear Mr. Denton:
Carolina Power R Light Company (CPRL), through recent discussions with your staff, is concerned that there is approximately a one month discrepancy between our schedule and the NRC's schedule for the review of the Shearon Harris Nuclear Power Plant (SHNPP)
Technical Specifications (TS).
The basis for this discrepancy is that the NRC is working toward an end date of March 28, 1986 for the issuance of the TS with the license.
Carolina Power R Light Company has scheduled a full power license for SHNPP on March 1, 1986.
The enclosure to References 1 and 2 transmitted the SHNPP TS review scheduled based on your standard TS review schedule.
The schedule indicated that the staff was to provide a marked-up first draft to CPRL by 3une 28, 1985.
Carolina Power R Light Company provided our initial "pen and ink" version of the SHNPP TS in 3uly 1980 (Reference 3).
The initial version of the SHNPP TS was based upon a modified Revision 0 to NUREG-0052, "Standard Technical Specifications (STS) for Westinghouse Pressurized Reactors."
Carolina Power R Light Company received no comments from the NRC staff review of this initial TS submittal.
Carolina Power R Light Company has had several meetings with your staff to discuss the review of the SHNPP TS, the last of which was held on March 22, 1985. At the March 22 meeting, your staff indicated that the standard TS review schedule is tight and that CPRL would have to meet the NRC's schedule dates.
On April 23, 1985, CPRL provided an updated copy of the "pen and ink" version of the SHNPP TS based on Draft Revision 5 to NVREG-0052.
This was an early submittal based on the NRC standard TS review schedule date of May 31, 1985.

requirements of the FSAR and SER (NUREG-1038),
as well as justification for many CPRL proposed changes to the STS.
This information was provided to facilitate the NRC review of the SHNPP TS.
Although it is no longer achievable for the NRC to provide CPRL with a marked-up first draft of the SHNPP TS by 3une 28, 1985, CPRL requests that the NRC expedite their review and provide a marked-up version of the first draft as soon as possible.
Your staff has committed to provide a marked-up version of the first draft by 3uly 26, 1985 and to take the necessary action to support the issuance of a full-power license on March I, 1986.
Reference 0 acknowledged receipt of the SHNPP TS, and the NRC staff proposed to incorporate only those changes to TS that are:
1) a departure from the STS but are necessary because of unique design features or unique organization characteristics, or 2) represent a significant'mprovement over STS which should be included in the next revision to the STS and do not represent a change in generic requirements which must be reviewed prior to implementation by the Committee to Review Generic Requirements (CRGR).
Throughout the TS development
- process, CPdcL will propose changes to the STS that enhance our ability to implement the TS and changes that willclarify the TS'n order to reduce multiple interpretations.
Also, CPRL willpropose changes to the SHNPP TS that have been granted on other dockets but are not included in the STS.
The latter changes willonly be proposed after a detailed review for applicability to SHNPP.
Carolina Power R Light Company has an aggressive and proactive TS development program.
This program was discussed with members of your staff during the NRC Caseload Forecast Panel Visit to SHNPP on 3une 18 and 19, 1985.
At that time, your staff acknowledged the need for both organizations to expedite the TS review and to develop meaningful and understandable TS.
These activities will help prevent any last minute difficulties with the TS.
Carolina Power R Light Company requests to meet with your staff as soon as your initial review of 3uly 26, 1985 is complete to further discuss our program, the schedule, or address any questions you may have.
