DOCKET NO ~ 50-400 TRAINING OF COLD LICENSE APPLICANTS

Dear Mr. Denton:

Based upon a recent reinterpretation of the requirements for training of Cold License Applicants (Generic Letter 84-10), Carolina Power 6 Light Company (CP&L) is providing a restatement of our specific program to meet the NRC guidance for combined observation/simulator training.

The SHNPP Cold License Training Program consists of 17 veeks of combined plant observation and simulator training as follows:

Thirteen weeks of simulator training comprised of:

Four weeks (approximately 160 hours0.00185 days <br />0.0444 hours <br />2.645503e-4 weeks <br />6.088e-5 months <br />) training in the classroom (Procedures, Surveillance Testing, Operational Technical Specifications, Instrument Failure, Reactor Theory as it applies to Operation, Conduct of Operation, Emergency Plan Procedures, and Emergency Operating Procedures (including table-top exercises).

Nine weeks (approximately 360 hours0.00417 days <br />0.1 hours <br />5.952381e-4 weeks <br />1.3698e-4 months <br />) of actual training on the simulator.

Four weeks of Observation Training at an operating PWR (one of t'e four weeks may be at our H

B. Robinson Plant during the Steam Generator Replacement Outage as discussed with NRR and Region II).

Previously licensed operators will not be required to attend.

We assume that the statement in our Safety Evaluation Report concerning acceptability of our Cold License Training Program is still accurate.

Our program of combined plant observation and simulator training meets the 17~eek requirement specified in ANS 3.1 1978.

We vill be requesting exemptions from the "Extensive Previous Operating Experience" requirement of 10 CFR 55.25(b) based upon the program addressed above.
