99 Supplemental Information The applicant identified two potential problem areas in their October, 1983 response.
Please describe the intended resolution to these items.
Response
CP&L commits to replace the two pressure transmitters, PT-444 and PT-445, with pressure transmittexs that are qualified for a harsh environment.
In evaluating a possible severence of the electrical conduit serving the excore neutron detector, NM-44, CP&L commits to rerouting the cable/conduit.
In light of these commitments, CP&L considers this item closed.
Shearon Harris Nuclear Power Plant Draft SER Open Item No.
107 Supplemental Information Provide additional information to demonstrate the integrity of fuel oil piping from storage tanks to the diesel generators under postulated accident conditions.
~Res onse An analysis of the displacement of the circulating water pipes buried in soil in the yard where they pass under the diesel fuel oil pipes indicates that the joints of the circulating water pipe will not open due to an SSE.
Therefore, the integrity of the soil supporting the diesel fuel oil pipe will not be impaired by any postulated underground gross discharges of the circulating water pipes.
The layout of circulating water pipes between the cooling towers and turbine building for Units 1 and 2 is shown on Ebasco drawing CAR-2167-G-2740 (Attachment if/1).
The layout of 4-2" diameter diesel fuel oil lines where they cross the circulating water pipes for Unit f32 before terminating into the diesel generator building are also marked on the print of drawing CAR-2167M-2740.
The circulating water pipe line has bell and spigot joints every 16 feet and each joint is sealed with a rubber o-ring gasket.
The detail at the joint is shown on Interpace Drawing S-4-1168 (Attachment 82).
As shown on Attachment
//1, the circulating water pipe is bedded upon compacted crushed rock and the bottom of the pipe trench is located 'immediately above the foundation rock.*
At the discharge line the top of rock is at El 236.
At the intake line, the top of rock is at El 242.
The center line of the pipe is at El 244.
The outside diameter of the circulating water pipe is 11.4 feet.
Accordingly, the pipe is considered to be resting on top of the rock.
During an SSE the circulating water pipe will move with the surrounding soil.
Since the bell and spigot joints are not rigidly connected the weakest structural component of the pipe system is the joint.
During a seismic event the pipe is free to move and rotate at each joint.
The seismic displacement of the joints has been analyzed based upon N. M. Newmark paper, "Earthquake
Response
Analysis of Reactor Structures",
November 1971.
(Calculations included as Attachment f/3.)
Utilizing the maximum ground velocities and accelerations obtained from the response spectra>
FSAR Figure 2.5.2-12, and utilizing the compression and shear wave velocities of the surrounding soil (residual soil data as given in FSAR Table 2.5.2-3),
the displacement of the pipe joints have been determined from Section 11 of the Newmark reference.
The maximum movement of the circulating water pipe joint obtained from the analysis is 0.67 inches.
The allowable movement of the circulating water pipe joint as noted on Attachment
//2 is 2 inches.
The safety factor for joint opening is 3.0, a conservative margin for any potential variations in the data and methodology used in this analysis.

Supplemental Information Material and placement requirements for backfill are discussed in Ebasco Specification CAR-SHWH-S, "Excavation, Backfill, Filling & Grading,"
presented in FSAR Appendix 2.5I.
The filland placement requirements used to support Seismic Category I pipes (and the circulating water pipe) are further discussed in FSAR Section 3.7.3.12.
Additionally, CP&L commits to install siphon breakers on the circulating pump discharges for Unit f/2, so that should any break occur in the pipe, the maximum volume of water that could pass through the break would be limited to the volume contained in the pipe itself.
CP&L, therefore, concludes that the circulating water pipe will not fail, however, will commit to installing siphon breakers on the Unit 82 circulating pump discharges to prevent siphoning of the cooling tower basin in the unlikely event that the pipe should break.
Due to the properties of the soil, i.e., virtually no absorption, and the absence of any driving head, the soil will not wash out from underneath the fuel oil piping.
